Another religious factor that contributed to separatism in Aceh was the treatment of Muslim groups and political parties in Aceh by the new-order administration of President Suharto`s regime. First, in 1973, there was the forced merger of all political parties representing Islamic interests in the United Development Party (PPP). Members and supporters of Aceh`s Islamic political parties experience different levels of abuse. Although Aceh has a special regional status, it is not permissible to introduce Sharia or integrate Islamic religious schools (madrasas) into national schools to become an integrated education system, Aceh`s two proposals have been ignored by the central government. The trend of the Suharto government`s centralizing system and other complaints prompted the leader of the Acehnesian community Hasan di Tiro to found the Free Aceh Movement (GAM) on 4 December 1976 and declare Aceh independence. The main threats against the conservative Islamic practices of the Acehnese people, the culture of the Indonesian government, considered “neocolonial”, and the increasing number of migrants from Java to Aceh province. The inequitable distribution of revenues from Aceh`s considerable natural resources is also controversial. Gam`s first attack in 1977 was against Mobil Oil Indonesia, a shareholder in PT Arun NGL, the company that operates the Arun gas field. OLOF SKOOG (Sweden) expressed its delegation`s deep concern about the humanitarian and security situation in South Sudan. “It is time for the violence to stop once and for all,” he said, condemning all violations of the peace agreement and calling on all parties to respect their commitments in good faith without delay and unconditional. For its part, the Council must join the high-level revitalization forum process, whose legitimacy would depend on transparency and inclusion, including the participation of women and civil society. Violations of human rights and international humanitarian law must stop, he said, welcoming the steps taken so far to establish the Hybrid Tribunal for South Sudan.
As the high-level renewal process has opened an area of peace, reconciliation and recovery, all parties must seize the opportunity to put South Sudan on the path to lasting peace and end the suffering of its people, he said. One of the advantages of using the MOU nomenclature is that no ratification is necessary, no control agreement is necessary and it can have legal consequences, namely being bound by what has been agreed (Dedi Supriyadi, 2013:54). In practice, in Indonesia, the use of moU nomenclature in an agreement is political to avoid the application of agreements considered more formal and binding (Dumos Dumoli Agusman, 2010:37). In addition, the main parameters of an agreement can be classified as international treaties: (1) The treaty must be international in nature; 2. The agreement is concluded by the State and/or an international organization, including other matters of international law; and (3) the agreement is governed by the international legal order. In this case, an international treaty must have a model of the structure of international treaties in general, such as.B. (1) Title (nomenclature); (2) Preamble (object of agreement); (3) material clauses; (4) form clauses; (5) formal evidence; and (6) The signature of the delegation (Damos Dumoli Agusman, 2010:20) If aceh remembers before and after the earthquake and tsunami of late 2004 in times of humanitarian distress, Aceh sees itself in the form of violence that continues to cause devastating damage. Damien Kingsbury, who served as an informal adviser to GAM leaders in Sweden at the 2005 Helsinki peace talks, said the Indonesian military had hidden interests in Aceh, so they deliberately kept the conflict at a level that would justify their presence in the turbulent province.
The ICG also stated in a 2003 report that “Aceh (an overly profitable location for military officers) relies heavily on revenues from non-budgetary sources. The Pak Muhadi Seminar, held in the Fisipol UGM Seminar Room, provided speakers to Amiruddin of Elsam Jakarta
